Technical Assistance

Technical Assistance is defined in the multi-annual operational program "Regional Development" 2012-2013, as well as in the Financing Agreement signed between the Government of Montenegro and the European Commission in December 2014.

Technical Assistance is implemented through following applications:

Application 1 - English Language Courses, Development of a Communication Action Plan and Organization work of Sectoral Monitoring Committee;

Application 2 - Supply of office equipment, motor vehicles, and IT equipment;

Application 3 - Strengthening the capacity of Operational Structure for the implementation of Operational Programme;

Application 4 - Revision of the master plans for wastewater and preparation of the draft plan for the implementation of the specific directive;

Application 5 - Revision of infrastructure in the environmental sector and preparation of a sustainability study

Application 6 - Preparation of a transport strategy;

Application 7 - Preparation of the manual for the implementation of infrastructure projects;

Application 8 - Technical assistance in preparatory activities in Programming the IPA II perspective for the environment and climate action.

 

Application 1

  • Strengthening the capacity of the Operating Structure and Translating Documents Related to Socio-economic Policies (Regional Development)

On 25th December 2016, Directorate of Public signed a contract with the company “EDUCO Center” from Podgorica. The purpose of this Agreement is to strengthen the capacity of public officials through the organization of English language courses and translation of official documents related to the socio-economic policies. The implementation of this contract runs smoothly. A total of 3 sets of English courses were organized, the third set was completed in mid-May, and the fourth one started on 4th September 2017. It is expected that all contract activities will be implemented by the end of 2017. Contract value: € 50,000

  • Implementation of the Communication Action Plan

On 16th August 2016, Directorate of Public Works signed a contract with the company Bild Studio Ltd in the framework of Technical Assistance funded from the Instrument for Pre-Accession Assistance (IPA) - Component III "Regional development". The purpose of this Agreement is to provide clear and accessible information to the general public in Montenegro about the European Union, its policies, and programmes in the field of regional development, through the implementation of Communication Action Plan. This project will promote the activities and achievements of the IPA III component. It is expected that all contract activities will be implemented by the end of 2017. Contract value: € 55.467,52.

  • Organization work of the Sectoral Monitoring Committee

On 18th August 2016, Directorate of Public Works signed an agreement with the company Congress Travel Ltd in the framework of Technical Assistance funded from the Instrument for Pre-Accession Assistance (IPA) - Component III "Regional Development". The purpose of this agreement is the provision of the logistic support for the efficient and effective organization of work of the Sectoral Monitoring Committee. The Sectoral Monitoring Committee is the body whose primary task is to monitor the realization of projects under OPRD 2012-2013 as well as all open issues related to their implementation, and therefore the main objective of this contract is to organize meetings that will enable regular monitoring of activities and dynamics in the realization of OPRD 2012-2013. Contract value: € 17.300.

Application 2: 

  • Supply of office furniture

On May 6th, 2016, Directorate of Public Works signed a contract with a company Dekoriva-Co Ltd from Nikšić. Furniture that was the subject of procurement was delivered to relevant institutions. The contract was successfully implemented. Contract value: € 11.646 

  • Supply of a new motor vehicle

On February 9th, 2017, Directorate of Public Works signed a contract with a company Auto Čačak from Podgorica. The motor vehicle was taken over in April 2017. The contract was successfully implemented. Contract value: € 18.044 

  • Supply of IT Equipment

On April 7th, 2017, Directorate of Public Works signed a contract with a company Čikom from Podgorica. The equipment was delivered to relevant institutions on June 5th, 2017. The contract was successfully implemented. Contract value: € 73.916

Application 3: 

  • Strengthening the capacity of Montenegrin institutions in the field of finance, implementation of the contract and FIDIC rules

On 23rd of December 2016, Directorate of Public Works signed a contract with the company DFC SAU from Spain. FIDIC seminars were held in Budva (16-17 February 2017), Kolašin (11-12.04.2017) and Vienna 29-30.05.2017. In accordance with the Work Plan, the experts held a training for the representatives of Directorate of Public Works on financial management and application of FIDIC rules. A seminar in the area of financial management is planned for September 2017. It is expected that all contract activities will be implemented by the end of 2017. Contract value: € 182.297

  • Strengthening of the capacity of Operational Structure in the Implementation of the Operational Programme through team building for officials of the Operating Structure

On 20th July 2017, Directorate of Public Works signed a contract with the company Congress Travel and a two-day seminar was organized for the officials of the Operational Structure. Contract value: € 14.000.

Application 4:

  • Revision of infrastructure in the environmental sector and preparation of a sustainability study

Project description and expected results: Revision of infrastructure in the environmental sector and preparation of a sustainability study are obligations planned under the Action Plan Strategy for Chapter 27. The purpose of the Contract is to review the situation of the existing infrastructure in the sector of environmental protection in terms of the requirements of the acquis in the field of environment and climate change, defining the needs and the process of harmonization with the EU standards in this field, as well as the sustainability study for end-users in order to plan future environment investments  as well as to define long-term funding sources.

Status: The implementation of the project started in March 2017. A basis for identifying shortcomings with regard to the existing infrastructure in the environment sector (which is the ultimate result of the project) has been set up, as well as the necessary micro and macro level economic data for the development of sustainability study. Within the implementation phase, a draft of institutional and legal framework analysis, an inventory of infrastructure as well as an analysis of shortcomings in terms of EU legal alignment, also a draft of affordability study will be developed. An inventory of the existing infrastructure in the environment sector in Montenegro was presented, as well as a draft of a sustainability study. It is also necessary to define the deficiencies i.e. to evaluate the compatibility of all sub-categories in a more detailed way, as well as the proposals for measures to overcome the defects regarding compatibility with the EU standards for the environment and climatic changes. Contract value: € 142.676 

Application 5: 

  • Revision of the Master Plan for the Wastewater Management and Development of the First Implementation Plan for the Specific Waste Water Directive (DSIP)

Project description and expected results: The revision of the master plans for wastewater management and development and drafting the first DSIP are obligations planned through the Strategy for the Action Plan for Chapter 27. The main objective of the project is to develop the Master Plan for Wastewater Management for the period 2018-2035, through which two existing Master Plans (Strategic Master Plan for Sewerage and Wastewater in the Central and Northern Montenegro Region and the Master Plan for Waste Management of the Montenegrin Coast and Cetinje) will be revised along with development of the DSIP.

Status: The project implementation started in April 2017. An overview of the activities and results achieved through the implementation of the existing Master Plans will be carried out within the implementation phase,  also the revision of costs for improving the infrastructure in this area, an overview of agglomerations from the economic and social aspect, analysis of legislative, organizational and institutional wastewater management frameworks and developed economic, financial and institutional analysis of the situation in municipalities. Contract value: € 289,905 

Application 6: 

  • Preparation of the Transport Strategy

The contract for the development of the Transport Development Strategy was signed on 25th April 2017 year with SAFEGE, Belgium.

The aim of the project is to improve the economic efficiency, security, connectivity and ecological sustainability of the country's transport system while ensuring the integration of the transport sector and harmonization with national and EU policies. With the help of the transport development strategy, the Ministry of Transport and Maritime Affairs will be able to set up a sustainable framework for its work responsibilities and to lay the foundations for the future development of the transport sector in a way that meets the socio-economic needs of Montenegro. During the project implementation, several consultation meetings were organized as well as a workshop aimed at gathering relevant stakeholders and interested parties and enabling them to express their views and consider ideas related to the new Montenegrin Transport Development Strategy. At the same time, the strategy is also an assessment of the impact on the environment. It is expected that all project activities will be implemented by the end of 2017. Contract value: € 299.880 

Application 7:

  • Preparation of the Manual for the Implementation of Infrastructure Projects

The contract was signed on 30th May 2017 with the company "IBF International Consulting". Within this Agreement, a Manual will be developed whose prerequisite is to facilitate the implementation of infrastructure projects. Steering Committee was established for the purpose of project monitoring and the first meeting was held on 19th July 2017. The first draft of the manual was presented at a workshop, held in September. Contract value: € 96.135 

Application 8: 

  • Assistance in preparatory activities in Programming of the IPA II perspective for the environment and climate action

The contract was signed on 19th October 2017. The main objective of the project is to contribute to the development of strategic planning documents related to IPA II perspective on the environment and climate actions. Contract value: € 69.950
